2027 Government-in-Action: Youth Tour Contest
Bowie-Cass Electric Cooperative is proud to once again sponsor two local high school juniors for the Government-in-Action Youth Tour, an all-expenses-paid trip to Austin and Washington, D.C.
The 2027 Youth Tour will take place June 15–23, 2027. Selected students will join other young people from electric cooperatives across Texas for an unforgettable experience focused on leadership, history, government, and the cooperative business model.
Students selected for this opportunity join more than 150 peers from Texas and approximately 1,900 other students from across the U.S. on this trip of a lifetime. Designed to give young people insight into national history, Youth Tour expands participants’ horizons while educating them about government and cooperatives. Electric cooperatives in Texas have participated in Youth Tour since 1965.
The trip begins with a day in Austin, where students tour the State Capitol, the Bob Bullock Texas State History Museum, and the Texas State Cemetery. They then fly to Washington for a week of activities, including tours of historic sites, museums, and congressional offices, as well as meetings with their U.S. representatives. Other highlights include a wreath-laying ceremony at the Tomb of the Unknown Soldier and an evening cruise on the Potomac River. Participants also attend Youth Day, hosted by the National Rural Electric Cooperative Association, for a day of learning and inspiration.
Youth Tour is more than a trip. It gives students a chance to grow as leaders, broaden their perspectives, and represent their communities and Bowie-Cass Electric Cooperative.
For decades, electric cooperatives have invested in the next generation through Youth Tour, and we are excited to give two students from our service area the opportunity to be part of that tradition in 2027.
Eligibility & Contest Rules
To be considered for the Bowie-Cass Electric Cooperative Youth Tour, applicants must:
- Applicants must currently be high school juniors.
- Reside in the Bowie-Cass Electric Cooperative service area or have a parent or legal guardian who is a Bowie-Cass Electric Cooperative member.
- Complete the official Youth Tour application in its entirety.
- Be available to participate in the full Youth Tour trip on the dates provided. Selected delegates are expected to attend all scheduled activities during the trip.
- Agree to follow all Youth Tour and Bowie-Cass Electric Cooperative rules and conduct expectations while participating in the program.
- Previous Youth Tour delegates are not eligible.
How to Apply
Students interested in representing Bowie-Cass Electric Cooperative must complete the 2027 Youth Tour Application, which includes information about school and extracurricular activities, community involvement, goals and aspirations, previous participation in cooperative youth programs, and three short-answer questions.
Short-answer responses should be approximately 250–500 words each.

A complete application must include:
- Completed 2027 Youth Tour Application
- Responses to all three short-answer questions
- Two (2) letters of recommendation from professional, non-family members
- Recent, high-resolution headshot photo
- Signed Agreement for Consideration
Incomplete applications or applications received after the deadline may not be considered.
